Council unfair parking fine (Contravention code 21)

Good morning

I live in one of London borough and my council had sent me a letter on 30th July 2021 informing they will be implementing a controlled parking zone in my area going live on 1st November 2021. They will start painting the bays and installing signs from 1st September 2021 (not a specific date). To my surprise yesterday on 14/10/2021, I found a parking fine slapped on my windscreen at 08:59 for "parked wholly or partly in a suspended bay or space" Contravention code 21. I wasn't aware of the parking suspension nor the council has informed me anything in advance. I went out the day before and can't remember seeing any suspension signs or noticed any signs. I am assuming they must have erected the signs yesterday morning. Now my question is what does the law say and how can I make an appeal to cancel the fine? What should I include on my representations? Can I ask the council to show documentary evidence of their sing's approval and the diagram from the department of transport? Do I have a case to win? I have attached all the pictures so please have a look and advise me the best course of action. Many thanks
