17 year old travel to Portugal

Thanks in advance for any comments. So we can now travel to Portugal with the NHS Covid Pass, if you are "fully vaccinated".
Question, as adults, my Wife and I have had both jabs, as a 17 year old, my Daughter is "fully vaccinated" with one vaccination, as she is not able to get a second due to Government Policy. However, her Covid Pass says "1 of 2". Will she be able to travel with this or need to arrange a test as a precaution ?
