It is true - I am the one who gave my ex as the readon and people here are suggesting he isn't. Maybe so, but I'm not being given clues as to where I can look for this problem, I've been very open about my history - what am I missing?
There are no transgressions, I very carefully consider the affordability of any borrowing before applying and err on the side of caution. I am VERY careful, in the handful of cases where i might have missed a payment (expired card etc), I have always paid it very quickly.
I ran the mse credit club checker, and the score came out much lower than on experian, via experian direct its 999, via CC its 600ish, 'poor'. The reason for this was poor utilisation of credit. As I have used some of the credit available to me, i have an active store card, credit card and overdraft, but about 2/3 available and no 'transgressions', I can only think it is in fact the case that I'm still linked to my ex?

Your score doesn't matter.
Get the notices of disassociation sorted, wait a few months, then reapply.

It’s impossible for anybody to say what the issue is as we don’t know all the facts and you appear to drip feed limited information.
I would suggest that multiple missed payments are going to have a far bigger impact than your ex-partner’s debt.
Other than that, affordability could be an issue - ie how much are you looking to borrow versus your income and your current existing commitments. This is other information we don’t know so again can’t give a definitive answer.
From the limited information available I am fairly sure that your partner’s HMRC debt is a red herring and unlikely to be affecting anything here.
