    Are they just running from front to back of the neighbours house, but on the roof rather than tidily on the wall?  Might be easiest to ask the roofer if they are confident they could pin them to the wall in 5 minutes - if they can, tell the neighbour you will do this unless neighbour does something first.

    Could the cables have been routed over the roof with the agreement of previous occupants of your family member's house, or before the neighbours moved in?  Far better to approach the issue in a friendly manner than threaten them with what you will do if they don't move them.

    Good idea, but by pinning nails into a neighbors wall you are doing something with their property.  Unless it's been consented in writing, best not to Id say...

    I agree.  There's also a risk of a cack-handed roofer banging a nail through one of the wires potentially causing damage which will be expensive to repair. Plus the risk of them getting an electric shock.

    The starting point is still working out what the cables are for, and how they've ended up on your roof.  The best solution will depend entirely on whether they are needed, and whether they are where they are by accident or by design.
