    Thay would be up to the Judge.  If I were a judge it is very likely it would.  
    You never know how far you can go until you go too far.

    No.

    But the clause is clearly now out of date and in any event, does not allow charges and ticketing and is silent about permits.

    Read Kettel v Bloomfold which is far more interesting.

    It sounds like you may have a County Court Claim against you.

    It would be much better, and avoid much confusion, if you were to progress your issue on a separate thread.
    In your new thread, i.e. not on this thread, please tell us the Issue Date on your County Court Claim Form.
