On my laptop, I use Thunderbird for email, and whatever I'm doing on the internet, I get a little box come up to tell me whenever an email comes in.

How can I set up my wife's Chromebook so that she gets notified if an email comes in while she's browsing? She only uses Gmail on it.

Open Gmail on Chromebook, click Settings gearwheel, General, Desktop notifications.
