Tesco mobile - brand new phone blacklisted

I'm hoping someone may be able to suggest what to do next
I purchased a brand new iphone 12 on 26 August direct from Tesco mobile for my daughter. On 12 September it stopped connecting to any network, the sim worked in her old phone but a different sim wouldn't work in her phone. After a trip to a Tesco store and trips to Apple stores we discovered on 2 October that the handset had been wrongly blacklisted by O2 and will nver work until th blacklist has been removed.
I have been on the phone to Tesco mobile almost every day since then (1hrs + phone calls), they have requested the removal of the blacklist over 3 times but it can only be removed by the same organisation that put it on, O2 have no record of placing the blacklist and therefore cannot remove it
It is very frustrating that every phone call i have to explain from scratch what has happened and then wait on hold until they read the very lengthy notes on file, they don't seem to be do anything - i told them about the blacklist, who had blacklisted it, when it was done etc
I think I have reached the time that I just want a new phone, it has only worked for 2 weeks since we bought it but I am running out of ideas of how to do it
Any suggestions?

Vodafone have blacklisted my device by mistake. They've accepted their error and have asked Vodafone Stolenphones to lift the erroneous blacklisting. Vodafone Stolenphones won't comply so I'm being referred to CISAS. But CISAS deal with a deadlock between customers and Vodafone which isn't the case. The deadlock is between Vodafone UK and Vodafone India?
