The driver may do , the keeper could do , but the word need is incorrect , substitute may need , or could if they wish to , need employs a level of great justification , you could ignore it completely

We recommend one appeal from the keeper , as keeper ( no blabbing about who was driving or what happened ) , using the blue text template from the newbies FAQ sticky thread near the top of the forum in announcements

Then ignore everything else except an official LBC or a court claim pack from the CCBC in Northampton within 6 years

If a judge tells you that you must pay , in a court hearing , within 6 years , then yes your need is to pay the judgment within 30 days. That is when need or must come into play

The above advice is for England , for Scotland it's 5 years

No-one pays UKCPS - ex clampers who used to have their 'HQ' in a portacabin round the back of a pub.

Read any other UKCPS threads. Read the NEWBIES thread.

What were the circumstances of parking with no permit?  Residents' parking?  Your own home?  Where is the evidence of no permit and how many minutes' gap is between the first and last photos on UKCPS' website when you log in and look?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:

In virtually ever case we come across the PPC are operating a scam.  Please read the newbies and complain to your MP.

    Re PCN number:

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

Should i use this as my appeal letter or are there any better ones for my case? If so could you please paste them here. Thank you

If that is the on written in blue text in the NEWBIE sticky first post, then indeed, it is the most up-to-date one for a keeper.  If you are appealing as hirer/lessee then you need to use one of the Edna Basher texts.
