The surveyor told you the roof was at the end of its life.The seller accepted this and gave you £3000 towards it. (Effectively)
Yet you are now over 3 months on, winter is here and you are stunned to find the roof (which you haven’t repaired) is leaking and want to claim more money from someone? Beggars belief.8 -

So the vendor said there was currently no leaks? A subtle difference from any leaks at any point so the vendor was probably correct in saying there were none.
Did you get a full structural survey? If not, why not?
the vendor only has to respond to the questions you ask - if you don’t ask the right question then, as the phrase goes, caveat emptor.

"The roof is not leaking" and "the roof does not leak" are not quite the sameIf you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales1

So you had £3k off because of the old roof which needed sorting. And now it needs sorting. So use the £3k towards sorting it.I'm not sure why you want someone else to pay again for your old roof that you knew was old.
you have the £3k that will go a long way to sorting it - just get it sorted. Do you actually know why it's leaking yet? Or are you just asking the neighbours? It could be gutters etc.1
