 I understand the majority of lease cars are not driven by the bill payer so, in those cases at least, it would require some substantial process and complicit behaviour by too many people to ensure that none of them blew the whistle.
 However, I can also see on some of the very low mileage private lease deals, the temptation could be there. In those cases some verification of mileage is a pragmatic measure by the lease company, both for protecting their revenue stream (excess mileage charges) and protecting the value of assets for sale.1
