Ask your neighbours where theirs is.

You don't always get one internally, at least not in Scotland. Scottish water are responsible from the mains in the street to where it enters the building, your plumber then fits a stop !!!!!!, or not as the case may be.
Only problem is, as I found out that street supply covers the whole block of flats so you need to inform all the others that you need to turn off the water and hope none of them object.0
