Your water company is responsible for ensuring that your mains stopcock works
They are responsible for the feed up to your property boundary

You don't always get one internally, at least not in Scotland. Scottish water are responsible from the mains in the street to where it enters the building, your plumber then fits a stop !!!!!!, or not as the case may be.

Only problem is, as I found out that street supply covers the whole block of flats so you need to inform all the others that you need to turn off the water and hope none of them object.
