Standing Charges

Might seem like a daft question, but why are standing charges rising as well as the price of Gas/Electric? I thought the charge was for the delivery of the fuels not the price increase which has happened per kilowatt or therm it seems a double whammy.

    Suppliers can set their own standing charges. Surely the only thing that matters is the total cost of the energy provided.
