Wrong reference number attached for PCN

Hi Everyone
I received a parking ticket at Star city from compony called total car park management for parking -At that time I was contemplating whether to pay or appeal When I entered the reference number on the website it said the PCN has been cancelled therefore there was no option to pay- roughly more than one month later I received a letter from them stating I require to pay - which I was baffled as not sure why they sending me when they cancelled the PCN themselves. I went back to the original PCN received in the windshield and again the same message came when I went on their website. I then received letter from debt recovery plus which I initially ignored as thought it was a mistake but now they became more threatening with court action. I went back to total car park management and asked if you can take the PCN back from debt collectors as you cancelled the PCN and showed them the proof. They came back saying they have done a duplicate pcn and my reference number to pay is different than the one originally received in the windshield. They then sent me proof of pictures and requested myself to continue dealing debt collectors as they believed I should have went to them sooner. I explained that there was no way to pay as it was different reference number and they now asking myself to pay £100 instead of the original £60 and on top of that I lost my chance of appeal as well
I am very confused what to do with this matter as total car management LTD are not being reasonable

Have you complained to your MP. Have you taken screen shots of the website for the judge if this goes to court? You never know how far you can go until you go too far.0

I have not complained to my MP - do you think this would be the next step and what do I need to put in writing to the MP?
I have taken a screenshot with the reference number and it says PCN has been cancelled and have sent messages to total car park management ltd sent via email of them admitting that there were two reference number under my name one was cancelled and I still have the original PCN which was left on my windshield with the wrong reference number - apparently speaking to them today the letter has the PCN number which is active but I only found out today as I will need to relocate the letter0 -
Very useful evidence, that screenshot, as it denied you the right to ADR or appeal. Keep all your correspondence as proof that you pointed this out and just keep all the letters. Come back if you get a LBC from solicitors (see 2nd post of the NEWBIES thread) but ignore the debt company entirely (see post #4 of the NEWBIES thread).
Tell the PPC if you move house and keep proof of telling them, but apart from that, do nothing until you get an LBC, as explained in the NEWBIES thread. Thank you for your response Coupon-mad
The screenshot does not have a date but it does show PCN has been cancelled however the recent emails to the compony agree that there were 2 pcn issued to myself and one had been cancelled (the one received in the windshield) . I did mention that it took away my right of an appeal but they are not having any of it and are going lone
The only aspect that I do not have in writing is when I contacted total car park management recently and they offered that I can pay £100 and not go with the debt collector
Would it be worth writing to my MP regarding this?0 -
When you said 'duplicate PCN number' I didn't take that as meaning there are two parking events, two PCNs. You need to get a SAR to find out the evidence and how many parking events and PCNs they had on the go. I took 'duplicate PCN number' to mean they reissued it to put right some technical issue with the windscreen PCN and gave it a new ref number yet didn't tell you about it so when you went to appeal the windscreen PCN, the first ref didn't work.
That's not two PCNs. So what do you mean?

Apologies you are correct There’s only one pcn - one event they mistakenly issued 2 reference number and cancelled one of them. The one they cancelled was the one on the windscreen
thanks for the advice0 -
But the point is that's what caused you to be unable to appeal or be offered ADR when you has every intention of appealing ir looking at their photo evidence to make an informed decision. You were denied all of that. They can't just reissue a PCN by post expecting you to realise that the old one was void, and if it was void and the website snowed 'cancelled' you were entitled to rely on that.I'd argue the new one was void. There is a process to follow after a windscreen PCN and this isn't it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the advice I will do what you originally suggested and wait it out until I get LBC in the meantime I will print out all the evidence and keep it to a side and also email myself all the evidence
You are correct and that is what I argued with the compony but they were not being reasonable1 -
Do not expect common sense from a PPC, that is why they lose most of the cases they take to court. You never know how far you can go until you go too far.0
