Usage increase after switching providers

In March I switched elec provider from Eon to SSE as they quoted a much lower monthly payment. I have now found out that the amount quoted hasn’t been covering anywhere near my bill. some of these communal locked areas have a standard lock/key so maybe not difficult to get into.
