Rubber play tiles installation help - concrete wet

Hi,.so i have some new rubber tiles (play tiles) 30mm to install soon. While i waited i place 6 by the door to act as stepping stones if you like temporarily. I just had a look at them (they been there 3 weeks) and underneath the concrete is very wet (rest of uncovered patio bone dry) and the tiles underneath have a wetness to them as well.
My questions are. How do i install them? Is this wet underneath going to cause problems? To the tiles, to the concrete base itsself etc? Mould issues? The concrete is very basic concrete that acts as a patio currently.
Thanks in advanced for any help with this - i am worried

Most likely the dampness is simply coming up from the ground, as the concrete (this is an external patio?) won't have a damp proof course in it.The rest of the patio is dry because it's exposed, and the wind and sun dries it off as quickly as damp comes up. Your rubber matting prevents this. Will it be a problem? Probably not in any significant way I can think of. Yes, it'll be damp under there, and yes this might mean it becomes mouldy at some point, so anticipate having to lift the mat after several months, and if necessary cleaning the concrete down.If this is outside, tho', then surely rain will be landing on the matt and getting on to the concrete anyway? So little difference. These play tiles just 'sit' there under its own weight? Do they interlock? Personally, I'd just fit them, use them, and check under a few 6 months down the line...1
