Virgin flight vouchers

I had booked a trip to Los Angeles for this summer 2021 and due to the current travel restrictions that apply to UK residents travelling to the USA, I had to cancel my flights.
Virgin however did not cancel the flight and said my only option was travel vouchers, which I was not happy with but proceeded with anyway.
With these vouchers there is no route to get a refund and to use them, they are only to be used as an individual voucher to one person with no option to use two vouchers to book three cheaper flights and they cannot be used for Virgin Holidays?
They are very restrictive in there use and whilst I originally purchased £2800 of travel from Virgin, I have been informed that I actually bought four individual tickets and they have to be rebooked as four individual tickets with no refunds for cheaper flights purchased.
So in essence Virgin have taken my money but unless I but tickets to the same value as the original tickets I will be out of pocket.
Not really great customer service and after a number of calls to them and a complaints letter I am no further forward?

That would seem about right. If your tickets were not refundable, the vouchers were above and beyond anything they needed to offer, so they can attach whatever terms they want.
It would have been better to claim on your travel insurance if covered, but that may not now be possible because you've accepted the vouchers. You'll need to check with your insurer.1
