Quote for new porch

We had a local builder around a few weeks ago to quote for a front porch - brick walls, tiled roof, electrics for light, single window and door. Approx 3 x 1.5m, so not huge. Good access, with large driveway, nothing weird and wonderful requested (I don’t think).
Quote £20,200 - it took a fair bit of chasing to get a quote, so suspect this is him politely saying he’s not interested….unless I’m missing something and my expectation on costs are way off. Limited detail in the quote, suspect he picked a number and added VAT.
He was highly recommended by the guy who fitted our kitchen who has done quite a few jobs for us. We have a second builder coming tomorrow to quote.
Any thoughts very welcome.

He doesn't want the job! That's crazy price. Our conservatory cost less than that. Maybe half that price to be realistic?

Based on our slightly smaller porch, £k10 would seem reasonable.
Did builder mention that anything over 3 sq m external needs planning permission?1 -
