Bank account for a non-U.K. National with ID issues

Hi, I have a friend who is a non-U.K. National but has been living here for a couple of years.  He has no utility bills in his name as he has rented rooms/lived in student accommodation for the whole time.  He now has a job and needs to set up a bank account for his salary, but due to the lack of I.D. this is causing an issue.  I know that banks are required to give some assistance to people who are financially/socially excluded - but does anyone have any experience on which ones are most helpful and what we can use to set the account up?  He has a tenancy agreement, but that is about it.  And although he has an account in his country of origin, it isn't with a large multinational that he can use over here.
