No, she can't if she's over 65, and as the OP refers to MIL as 'elderly' I would guess that age 65 is way way behind her.
Over 65 you can't get DLA, you can only get AA. There are different assumptions about someone aged 65 or over, about the kind of things you're expected to want to do, ageist assumptions, don't get me going on that, please don't! Basically, the powers-that-be don't think we should still want to go out, to drive, to be independent, which is what DLA is all about. AA is quite different.
They could do some form of equity release to raise the money but this all takes time - it's like remortgaging, you need surveys and legal processes, re-conveyancing, it ain't gonna happen quickly enough to make a difference.
