Luton Airport 'One way' to a PCN!

On the 26th August 2021 I dropped my partners daughter off to go on holiday at Luton Airport. Last time I dropped someone off there was a good few years ago and you got 5 or 10 minutes at the drop off parking for free. The road layout has changed since I was last there and as I was approaching the drop off point I noticed some barriers at the exit. As I pulled up it then became apparent I now had to pay for parking. Having committed myself down the 'one way' system to the drop off point (for which I was there for only a matter of seconds), I was unable to turn around due to on coming vehicles I might meet. I had no money or bank card on me and therefore had to follow a car through the barrier. It was just gone 3 in the morning so dark. I do not recall seeing any signs saying you had to pay on entering the 'one way' system, so they are either poorly lit or small. Any how, I received a PCN from APCOA for this. I appealed it and APCOA has rejected my appeal. How can you be led down a 'one way' system where at the end of it you find you have to pay and your only way out if you don't wish to park is to go through a payment barrier!? I also believe that the initial signs saying you have to pay are on a 'no stopping' area, where you don't get time to read and digest them. And when you are able to stop and read signs saying you have to pay, you have then entered the barriered area! Further more, I have read posts on here about bylaws for which mitigate PCNs issued being legal. I've approached POPLA only today to appeal.
I'm on benefits and APCOA advised that I can't pay installments if POPLA can't help me out.
Could someone please advise what I should do?

Have you admitted to being the Driver ?? Yes or no. ? ( I hope not !!! )
Show us your appeal to Apcoa ?
If they don't know who was driving , keep it that way
A keeper has no liability on airport land ,xso a POPLA appeal as keeper based on POFA not applying and no transfer of liability from driver to keeper , no driver identified , etc , is an easy win for airport PCN s
It's the foolish people who divulge or infer who was driving who lose and cost themselves money
So look for a winning airport Popla appeal from other members over the last 3 years , and adapt it , appealing as keeper and choosing OTHER on the POPLA website2 -

So sad when people cone here AFTER appealing.
However, all is not lost.Is there any evidence of a parking contravention or just a pic if your car at the entrance and barrier?
Is this headed PENALTY CHARGE or PARKING CHARGE? I have a feeling that APCOA issue penalty charges here in which case this will time out in 6 months snd nothing will happen.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So let me get this right...
... they are doing people for RTA-style offences or variations of them on private roads which are open to the public and are subject to byelaws - I pretty sure the land at Luton Airport is council owner by Luton Borough Council.
But instead of being police who can enforce certain offences on roads like these or them having official accredited powers like a council street warden or rail warden would to enforce byelaws- they are enforcing non-parking traffic violations with Parking Charge Notices- which in name can only be used for parking charges.
That's my perception of what is hhappening and how they are manipulating the system. With RTA there is a 6 month statutory charge time where the case times out, but they are trying to dress it up RTA offences as PCNs as contract law...
