PCN advice re: new road layout - poor signage

Is anyone able to point me in the direction of law around traffic signage for a new road layout. I have 2 PCN's (delivered on the same day though offense took place on different day - if the first came in a timely manner I wouldn't have got the 2nd) A minor road is no left turn. Just before this is a humpbacked bridge, narrow, always clogged with traffic. Before the bridge I didn't see any signage and on a walk through was amazed to discover a small sign on the wrong side (right) of the road saying 'new road layout ahead' with a traffic camera under it. On the corner of the actual turn is a no left turn sign. At this point you are approaching a crossroads manned by traffic lights and ahead on the left is a 6th form college so when driving you are watching traffic, watching students. I think this is how I missed the second sign. Should there be a clearer sign warning me the next road is no longer a left turn option. I have photos taken from what would be my driving route showing the poor signage (new road layout) The PCSN's came a week after the offence, so Ican't remember exact details of the journey.

I assume that this is council and not private ??
If yes , you need to join pepipoo fightback forums using a non Hotmail email address and post in the council section or similar on there , after reading the posting requirements
On here we assist with private parking company charges , not council3 -
Yes, its council. fear I'm out of time now to join something else and appeal. Will do my best and hope your info helps others.1

You have 28 days to appeal and it takes a couple if hours to be registered to post on pepipoo forum and post a topic, as long as you don't use a hotmail email.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
