Need advice to pass on please

A close family member (ex primary school teacher) had been off work about two yrs and now resigned due to diagnosed long term depression & anxiety. Is receiving regular psychiatric zoom meetings, in receipt of universal credit. He's now applied for and got a Blue Badge card. Currently not driving and car sold. He's only ventured to corner shop in 2 yrs and one trip out on local bus. 

We think that he might be tempted to venture out now, is this blue badge card enough to qualify him for bus or rail card?. We're also wondering if he's eligible for anything else now he's got that card.

    Have a look at the qualifying criteria for a bus pass from your local transport authority also the rail card will have their own qualification. Have a look on disabled rail card. 

    Would he really need them if he doesn't venture out much or was that due to covid.

    Bit of both really, we don't drive either,but he has said he's tempted to come to us,either at home or meet in town, either way, he could use bus or rail, about hour on bus.

    As advised, he will need to look at the criteria for his local council because a blue badge doesn't always automatically entitle someone to a bus pass.

    Does he get higher rate mobility for PIP/DLA?
