The fact that so many people think "verbal" means "oral" and don't know it means using words I think it's worth correcting.
Yes I missed out the word "yes" in my sentence but atleast I recognise my mistake unlike you who misunderstands a common word

I used to work in mental health years ago. People can only be sectioned if they pose a danger to themselves or others. If he's a paranoid schizophrenic he could be trying to escape from his 'voices' by using loud music as a kind of shield. He should be on medication if he is schizophrenic; olanzipane is the type given to this type of condition. If he isn't taking his meds he'll become really ill. If he was sectioned the best people to talk to would be social services mental health team. If they're any good he should be on a 'care plan' which is reviewed at least annually by a community psychiatric nurse with a psychiatrist.

Not quite. Dictionaries tend to agree that when the word isn't used alone i.e. with an adjoining noun, for example "verbal agreement" or "verbal complaint", the implication is that it refers to speech.Jenni_D said:Anything to do with words is verbal - whether written or spoken (oral) ... or signed.
If someone says "My child is non-verbal", you know they mean he can't speak, not that he can't write.
To suggest "verbal complaint" could mean a written complaint is highly disingenuous at best.

You can report this to your council, even if you live in private housing. This is what Citizens Advice says -

They also say to keep a record of the behaviour.
I once bought an ex council house on an estate (not being snobby because I now live in a council flat in a different part of town and it's lovely) and regretted it when the neighbours were awful. Not just one family but three. I won't go into details but I contacted the council and they advised keeping a diary of events, even sent one of their printed diaries. It was before the time when you have to report any difficulties with the property, so the previous owners just left and we had no idea what we were moving in to. I know how depressing it can be.
It seemed like a faff but we completed it for about a month and then the families were visited by the council. Things did improve after that although we still got the occasional cat-call. Then we moved and fortunately the harassment had died down so we didn't have to report it to the buyers.
It doesn't matter if you are a private resident or a private tenant or a council tenant, the council should help you. And they should also help your neighbour. What a shame that his parent (who sounds awful btw) has just dumped him in the property and doesn't care what he does or how he is. A very sad situation all round.
