Carpet replacement by insurance company

My insurance company is paying for a new carpet but they say they will not give me the new underlay under my accidental cover. Is this normal. If I buy new underlay, are they obliged to pay for the fitting of it

No they aren't obliged to pay for anything not directly related to the claim. For example, if the carpet has been damaged by a paint spill, the underlay is still usable. Even if part of the underlay has been damaged, only that section would be replaced not the whole lot.
