But she fell out with this friend. This friend then managed to change herself to lead passenger and then changed the other booking name from your daughters to someone else? Is that correct?

I would be going back into TUI and demanding that they cancel the return flight immediately! I would also be pushing for a refund and perhaps even mentioning that if they don't help,). then talking to the bank about a chargeback for failure to provide goods. (assuming your daughter paid
If your daughter paid, then one option is taking this ex friend to court for the full amount.
Why didn't she check the booking until the day of the flight? Most people check at least the day before. And if she wasn't friends with the friend any more, who was she planning on going with??
This is a civil matter now. So if police will not do anything then OP has to look at court action against her EX friend. But even that is fraught with dangers unless there is solid proof of the original booking.
Police would not reclaim funds. That would be down to OP.0 -

I was due to drive her down to the airport but after being told by tui there was nothing they could do why would i drive 2.5 hours to gatwick?
Yes daughter was lead passenger, the other party rang up pretending to be daughter and made herself lead,we were told this in the tui shop.
Online and on phone they will not even engage with daughter as they say can only deal with lead passenger.1 -

Why did she not contact the friend or check the booking the day before when she saw the information on Instagram? I’m guessing they’d already fallen out by then - it’s not the sort of thing that people are generally taken completely unawares by?It is likely she is going to have to go the small claims route if the friend won’t reimburse her.All shall be well, and all shall be well, and all manner of things shall be well.

Take a screenshot of the photo as evidence. Along with any others of the holiday.
Then your daughter needs to send a letter before action to the friend stating that she found out on the morning of the holiday that the lead passenger name had been changed and the name then changed on the other ticket that was hers. State that the ex friend has 14 days to re-pay the full amount your daughter paid of £x, otherwise she will take her to court and the ex friend will then become liable for all court fees when she loses.Should've = Should HAVE (not 'of')
