I have received a Claim Form from CCBC Northampton for an unpaid PCN fine from 28/02/2020 to a parking firm.

I have received a Claim Form from CCBC Northampton for an unpaid PCN fine from 28/02/2020 to a parking firm.
The issue date is 23/09/2021
Before you ask, yes I have read the NEWBIES thread. I am yet to complete the acknowledgment of service as I only came across the letter yesterday.
My car is currently registered to a different address and I briefly remember receiving letters to pay the PCN fine but I ignored them.
Since COVID, I moved back in with my parents, recently lost my drivers license and I plan to be moving address again in a few weeks so I haven’t changed my address on my license yet or applied for a new one.
I haven’t yet changed the address to where my car is registered to either.
So I’m confused how they have sent me this CCBC letter to my parents address?
Secondly, I remember paying for a ticket and displaying this on my dashboard, but I paid for it at the wrong machine. The machine was on the side road to the car park I used rather than using the machine on the actual road the car park was on.
Hence why I ignored the letters because technically I did pay and display.
Any help with be appreciated.

That's over four weeks away. Also correct the keeper's address on your vehicle's Registration Document (V5c). Can be done online. There's a fine for not doing that - up to £1000.00.3 -
Ditto for the driving licence , both carry a DVLA fine of up to £1000 each
Don't make it worse for yourself , get them changed and let all parties know using a Data rectification notice1 -

J means Judgment , you have the CC part only , court claim , not paying in full within 30 days after losing puts the CCJ on your credit rating , so paying in full promptly , if you lose , is critical to stopping a CCJ being logged !! So pay promptly , in full , if you lose in court
GDPR ( data protection ) covers items like data rectification notices and SAR requests etc , nothing to do with a parking charge notice forum , you have a legal claim for an unpaid invoice , the PCN is a minor issue now , it was the catalyst for the current situation1 -

You do not get a CCJ even if you lose, if you pay within 30 days of judgment, nothing stays on the register (credit record). No 'risk' as long as you don't miss court deadlines, you may as well defend and fight!
