The definition in the Consumer Rights Act is very specific. Consumer Contract Regulations defined a "consumer" as:
“consumer” means an individual acting for purposes which are wholly or mainly outside that individual's trade, business, craft or profession;
So if they want to get a HGV licence because they want to be able to tow their oversized caravan or boat then that sounds like an individual acting wholly outside their trade etc.
If the OP is doing the course because they want their profession to become a HGV driver then at best you are in a grey area and at worst you fail to meet the terms of a consumer and so dont get the consumer protections.0 -

he has told me that he is still willing to train me and that he has trained a paraplegic person for hgv. He has said that he will increase the training period from 1 year to complete for another 6-12 months despite showing i am disabled.
2. Them saying they are still able to train you (and that they have trained other disabled people), and them increasing the training period by 6-12 month, don't sound like them having "literally done nothing" to support you.0
