If “keeper liability” isn’t quoted in PCN

Postal PCN sent to the keeper. It’s from a PPC. Complaint made to landowner, not heard anything.
The blue template is now to be sent. Nothing about “keeper liability” has been quoted in the PCN.
If the PPC includes images with timestamps showing driver is on site for less than 5 mins which is mentioned on the PPC site and the IPC CoP, is it worth including a line highlighting this?

As long as the driver is not identified , add anything you like , especially if the PPC failed POFA and also failed to comply with the IPC CoP
Some people use incorrect words and imply or reveal who was driving , hence why we say no changes , but a clever person avoids that trap , by saying , the driver , not these words , My , Me , Myself and I !1 -
Include everything which may damage the scammer's claim. have you read the newbies? Have you complained to your MP?You never know how far you can go until you go too far.2

Was this a windscreen ticket or Camera? Worth looking into the requirements set by POFA for NTK if they pursue you as the keeper and not knowing who the driver is.
First thing to check are the dates. if windscreen ticket, they can only issue notice to keeper after 28 days and before 56 days. If camera, they must issue notice to keeper in 14 days.2 -

If this is to do with your existing thread, then please only post there and let this one die.. Having multiple threads about the same PCN gets confusing, especially when the background and detail is elsewhere.I married my cousin. I had to...I don't have a sister.
