No joy tracing landowner via Google so request to Land Registry would have to be way forward.
Could also phone restaurant for info but car park is separate from their own small car park so unlikely it’s there’s.
Whilst the parking charge has arisen as the expected time in the restaurant was exceeded because of their delays, I’d be very uncomfortable trying to land them with this (unfair) charge (if they aren’t the landowners), as restaurants have has such a very hard time over the last 18 months with Covid 😕
Whatever I do to resolve this, I will be writing to the local council & MP about the damage these ‘car park’ sharks are doing to the Local tourist industry (having read all the other posts about Fistral Beach, etc).

Umkomaas regularly posts his advice on finding out landowner details , please read that advice ( which includes the land registry ) , if you don't ask , you don't get !
As for the MP complaint , parliamentary rules state that you must go through your own local MP , they can copy in the DLUHC ( previously the Mhclg )and the MP for the car park constituency3 -

Just follow the forum rules and go to your profiles and add Mr 1931 to your ignore list ! 🤔🤔🙃🙃
Then either listen to the wiser regulars here that have been advising people for 5 to 10 years or more , or not , but the choice always remains with the members who ask for advice ( which is often good but sometimes can be bad , depending on who gave it )
Checkout the profile , how many posts they have made , their joining date , and the number of thanks given by other members here , usually it's in the thousands for the wise owls. !! ). 👍👍👍

Only take advice from very regular posters on this forum; beware of newbies telling you to pay and that the parking charge 'will stick' unless there is a technicality.

Can't agree with the above. Pretty much all private PCNs we see here are without justification. These parking charges are not always without justification, they are often there to prevent abuse by clients of a competing business.
If you cannot pursue this leverage the PCN will stick unless a technicality is established and you will be asked to pay the rate as per the terms and conditions.
