hi my payment for early october is lower because ive just left my job, and earnings from early september has affected them, would i be able to get a Budgeting Advance to tie me over the month with bills, would i be accepted?

Go for it, approach your case manager and ask them. Easiest way is to drop a note in your journal. Factors such as your situation ie bills to pay should be included, but you can also note that you may not have specific hygiene products, furniture, or clothing that you will need, if that's the case. Bills are a perfectly good answer in themselves.
Once it gets to the CM, they will check. The case manager is usually powerless over what your eligibility actually is; so don't blame them if they say no. The reasons for being accepted are wrapped in a lot of beaucracy, and trying to make sense out of it as a claimant is not recommended.0 -
