Where do I stand?

Hi all,
Not sure if this is in the correct thread but hoping someone will be able to advise or point me in the right direction.
Basically, we've had a lot of work done in our homes (council) on this scheme thing they've been doing and they and their subcontractors have made a right mess.
We were originally down to have an electrical upgrade (just changing socket fronts etc) amongst other works but then they decided that we needed a complete electrical rewire!
We signed a disclaimer to say that they were OK to remove laminate in 2 of the bedrooms to access floorboards underneath so they could get to wires but never signed a disclaimer for the carpets on the stairs/landing and in our sons room.
We were led to believe that they would only need to pull back a small section of carpet in both places but they've ripped the entire carpet up in my sons and it's ruined. They cut down the edges (seen by myself before we left the house that morning) and it's now in 3 layers.. The carpet, the backing off the carpet (it's somehow come away completely) and then there's the underlay. Which is ripped.
The stair carpet is also ripped on the landing and has gone baggy from the top step to about half way down the stairs.
We've been given 226 to redecorate but that's for the entire house and with it being a prefab and walls being either hardboard or bare plasterboard, we've had to completely start from scratch in every single room. If the whole house was plastered then it wouldn't be so much of an issue but we've to paper everywhere apart from the living room and hall/stairs and landing which we've paid out of our own pocket to have plastered.
They've chased wires down every
wall in every room, repositioned sockets and switches and I honestly could cry.
Weve made a start on our redecorating our bedroom and sons room (which both needed fully papering) and bought paint for hallway stairs and landing plus paper for the feature wall in living room and the money we got has gone already.
In regards to my carpets, I've been told it's to go back to the subcontractors first to see if they will sort it (not sure what they mean by sort it) and if we have no joy there, we have to claim off someones insurance? Apart from that, info is sketchy. Tried contacting the council, they said it's been passed onto subcontractors again but still not heard anything. Council have been and taken photos and told us to leave carpets as they are and in situ for now which is all well and good but it's hanging off the stairs!!
Has anyone else has similar dealings with council? If so what was the outcome and was route did you have to go down to claim etc?
its a bit of a kicker because if it was us wrecking the house or doing improvements etc we would get shot and made to pay for it but they're allowed to come in and wreck the house and offer us peanuts to rectify.
TIA x
