My grandaughter took her poorly baby to the doctors where they have a log in system for car reg which she used. A week later she got a ticket for £100 with photos of her car and when she appealed (with my help) showing her stamped appointment card they refused to accept it as proof and said she could appeal to IAS. We since contacted the surgery practice manager who said she can't get involved with parking problems but did confirm my grandaughter was at the doctors. They still refuse and say she has limited time to appeal to IAS but looking online it says they're a kangaroo court and are paid by the parking companies. Is this true? I don't see why she should pay for being at the doctors in the doctors car park. The rules are e permit holders or patients visiting the surgery and she's proved she was there.

I'd reply to the Practice Manager and tell them they are mistaken. If the parking contract is with the surgery, their contract gives them the right to tell their agent to cancel any PCN for a patient, usually with a single email to the dedicated cancellations email.

It is run by the Trade Body, paid for by parking firms and which exists in their interests, not yours. Last year, the IAS Annual Report showed they upheld a woeful FOUR PER CENT of appeals, and their average 'allowed appeals' across 3 years is a pathetic 5%.
By any reasonable interpretation that is an absolute scandal, which is why the Government have stepped in to replace the failed appeals systems and self regulation, which has led to rogue practice.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
