    Arguably it is in consumer's interest for there to be the freedom there is for energy companies to vary standing and unit prices within the cap. Thus is because different combinations will be cheaper for different customers based on their usage, e.g. customers who use less energy will be better off with lower standing charge but higher unit price, and vice versa. Although this only applies when new customers can choose to move to a providers default tariff, which I don't believe it is currently.
