Lease extension valuation/figures

Quick question, if the the cost of extending the lease of property (formal route) is calculated using a set formula (minus all the legal fees and other costs), can/why would the price vary depending on whether the survey/valuation is done by the freeholder or lease extenders surveyor/valuer? in short why would i need to pay for a valuer/surveyor twice, once for myself and also cover the cost of the freeholders, if they use the same formula to calculate the cost?
