Would UK customs /border control really be worried about a person bringing back slightly more than18 litres of wine ? cigarettes ,cigars and drugs maybe.
    Define worried?

When was the last time you went through the green or blue channel of an airport customs in the UK and ever saw anyone there or anyone being pulled over?

Low level infringements happen all the time and 99% of people get away with it... last time in NYC a guy bought his girlfriend/fiancée a $15,000 engagement ring and produced his UK passport as ID as he was using a "foreign" credit card... do you think they went through the red channel and declared the overseas purchase and pay the VAT/duty when they came back?

The reality is that its an offence however so if you are in the 1% that are caught just take it on the chin rather than trying to claim you didnt know the rules etc. Better still, decide beforehand if you are going to pay the excise, duty and vat or just surrender the goods so its over for everyone quicker.

AFAIK it means you shouldn't technically be asking, for example, a teetotaller in your group to bring in their allowance for your consumption.

Not strictly true as the teetotaller can gift the items to someone who drinks as long as there is no payment for the afore mentioned items, this includes payment in kind, ie for services etc

Of course, but I wouldn't risk telling Border Control that. The non drinker would need to show that they'd paid for it even if they planned to 'gift' it later. My concern is that this group needs to be squeaky clean as a group in a truck with maximum allowance can attract attention.
well i assume you know more about this than me.

oh and its Border Force not Border Control

As long as it's from the EU they don't bother much too.

The bit that is confusing me on this on the gov web page is the quote 'You cannot combine allowances with other people to bring in more than your individual allowances.' it makes me worried that bringing 4 times the 18l in will breach the personal allowance. It would be easier to bring it over on a raft by the sounds of it as they let anything across the channel that way!
You can't combine allowances so a non-smoker has a block of cigarettes for example, to sell these to another travelling party member. Gifting however is another matter.

A group of 4 coming through in a commercial vehicle is always going to attract more attention than a couple in an executive car, so I wouldn't recommend going over the allowances.
