Holiday refunds

I am waiting for a refund via my travel agent for a holiday booked with Jet2. One of our party cancelled as she wasn’t fully vaccinated but 3 of us have now been to Portugal and returned home safely. The travel agent requested our refund on 26th Aug. They have told me they were waiting for the refund to come from Jet2. I was told on the 15th Sept it still wasn’t back from Jet2 but they would process it for me. It sat in bank account as pending until Saturday 18th sept then it disappeared. My bank has told me it was cancelled by the travel agent. The travel agent now say they have processed the payment and it is with Cardnet for processing and it can take up to 20 days more to process as the system is busy. It is no longer their responsibility!! Is this actually legal? Can they withhold my money for this length of time?

Cardnet is a payment gateway.
If the original payment went through them , the refund will be made through them as well.0
