Letter Before Claim from VCS re Liverpool Airport

Hi everyone,
I posted on here 3 years ago regarding this and decided to ignore all letters from them. I then heard nothing for nearly 2 years until last week when a LBC arrived.
I stopped for 20 seconds to pick someone up at the airport in a small car park I thought was free. The patrol van raced around blocking the exit and photographed my car.
There was only one sign to the right of the gated entrance which you can't see when turning in from the right as it's not in you line of vision, furthermore when you do look for it it is partially obscured by overgrown trees behind and to the side of it. Then you have the issue of lighting where the lamppost above it was not working and it was 10 minutes after midnight...pitch black.
I have photographic evidence of all of these points and fully intend to go to court if need be.
My question is this, should I continue to ignore them or reply to them with this evidence by email?
Also, they have sent me a Financial Statement to fill in which I thought could only be issued by the court. As far as I'm concerned it's none of their business wht my finances are. Should I ignore this or does it need to be filled in and sent to them?
Many thanks as always

If it's an official LBC with 30 days notice and includes financial forms , you would be very foolish to ignore it , but no you do not fill in the financial forms either , so neither
The LBC stage is covered in the second post of the newbies FAQ sticky thread near the top of the forum in announcements , with 2 tasks to complete
It is clear that you should have read it again before posting , and haven't , because your 2 tasks for this LBC are already covered in there, please read it and do them1 -
Have you complained to your MP.You never know how far you can go until you go too far.0

LBC stage is fully covered in the NEWBEIS thread second post, including advice NOT to complete the reply forms.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
