Is this a Letter Before Claim or Letter of Claim?

Hi all again!! 8 months on have received a letter before claim. Just wanted to know my options before going further and how likely I would be to win? If not, is the amount negotiable? 

Little background - the signage was at the start of a road which appeared public but later realised was residential. Parked on double yellow with blue badge as could do that on the public roads and then got the ticket. I'm not sure if I disputed it (Sorry can't find it on my emails - I think I didn't make any contact).

Questions if anyone would be kind enough to help:
1. Would I be likely win if I took this to court?
2. If not, can I negotiate the amount lower?

Any advice would be greatly appreciated!
