Motability Driving Lesson Grant

This query is on behalf of my friend,
My friend recently got a Motability grant for driving lessons (The full 40 hours) and has been having driving lessons with her new instructor. In the past few weeks she has been having a few problems, she told me, on the first lesson that the instructor couldn't be more friendly and ease her nerves etc. At the end of the lesson she was told to book her test, she thought everything was going well. On the next lesson, the instructor turned up over an hour late, cut her lesson down by an hour and didn't say a word to her at all. He just said to follow the satnav and just talked on his phone and since has cancelled 3 lessons at such short notice
So her question is would she be within her right to contact Motability and get a new instructor?

She's the one learning to drive and if she isn't happy with the driving instructor then don't sit there and do nothing about it.Turning up late can be excused if the traffic was bad because no one can guarantee an exact time but cutting the lesson time down without a reason isn't acceptable. Did they give any reasons why the 3 lessons were cancelled?

@poppy12345 just spoke to her, she told me they said that it was because of a family holiday that they forgotten to tell her about0

UPDATE
She contacted BSM Motability today and explained what had been going on (I was there) and they did try to make her feel bad and repeatedly said are you sure, I honestly can't count how many times it was said. After quite a while of trying, she successfully changed instructors and is now waiting to here off of her new one.0
