PCN WISE Campus again. 2 year lay off

Hi everyone, first post so hopefully not a shoot down.
Back in 2019 I got 2 PCNs whilst a GOALs customer at the WISE Campus site. Parking is free for GOALs customers if you registered your details at reception. An operator error in recording the VRN on the tablet obviously led to the PCN. Casual chat with the staff on a later visit seemed to stop the CPM/DRP/GS letters. Move on 2 years and I now have what appears to be a LBC with a 30 day deadline from DRP. There are no 'forms' with the 30 day letter just payment details to DRP (new letterhead by the way) so is it a genuine item? I ask because I think I read in the newbie thread that the DCA dont do that or am I wrong?

I don't think we've seen this if it's a DRP letter. At a guess they're just trying to confuse people with the 30-day deadline into thinking it's a legitimate Letter Before Claim.DRP have no contract with the motorist, so not in any position to sue. Let's see a redacted copy of the letter please.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

A casual chat with staff is not worth the paper upon which it is writ should real court papers arrive.
Make a written complaint to the landowner/manager/CEO of the campus.

Trouble is, the Dept for Transport is just in charge of the DVLA ((who enable the scam firms by selling keeper data at £2.50 a pop). That ministry isn’t in charge of regulating private parking. MPs office replied already, offering to contact CPM. GOALs venue manager will provide letter that as a customer on the day parking was free.
Is that sufficient to close the issue with CPM? Do I submit a late appeal ? (do CPM issue an email address or is it all snail mail?)1 -
No to all of the above questions. UKCPM advertise no email address and they won’t play ball.
Don’t try a late appeal (absolutely NEVER try the IAS non standard ‘appeal’ where victims pay £15 to futilely go through the motions and lose and it’s a supposedly binding ADR). This is fully covered in the 3rd post of the NEWBIES thread.
And no, they won’t cancel it or close the issue! This is an ex clamper firm who are not known for reasonableness.
What you are gathering is great evidence to help you later win in court. Which you would.
You can’t win at ‘appeal’ as the IAS is a kangaroo court and only upheld 4% of appeals last year, and the £15 non standard ‘appeal’ is a complete NO.

Hi everyone, I'm back. Could I ask for the interpretation of the second para of the POFA schedule 4, in relation to 1(b), taking into consideration no parking payment is required when paying an entrance fee?
Introductory
1(1)This Schedule applies where—
(a)the driver of a vehicle is required by virtue of a relevant obligation to pay parking charges in respect of the parking of the vehicle on relevant land; and
(b)those charges have not been paid in full.
(2)It is immaterial for the purposes of this Schedule whether or not the vehicle was permitted to be parked (or to remain parked) on the land.
