Do you have it in writing that there would be sheds?
Omission of a shed that's on the planning app is hardly a major issue, as far as the planners will be concerned.1 -
I often see sheds, washing lines and cars on architect's plans that are used for planning drawings. I've always assumed that it's to show that there's space for said items rather than they would be provided.
Were you told in writing that sheds would be provided?2 -
Your purchase contract will tell you if there should be a shed or not. The marketing literature is just to advertise the development and will be subject to variation/change (somewhere in the small print).Sadly you should have queried this when doing the legal paperwork not after you completed.The planning application means you hopefully should have no issues installing your own shed of similar layout to the original application. Things change from plans to build. Councils are going to focus more on items built that weren't on the plans than the other way round (read the full details of the approved plans incase the sheds are mentioned).May you find your sister soon Helli.

it may be that what is shown on the plans is a designated place for a shed but not the shed itself. Are any details given on the plans of the size, materials used etc?0

It depends what the things are, and whether they need consent / were a condition of getting consent.TripleH said:

Sheds are now often required by planners to provide secure cycle parking, as crs281 has now added.
In principle, deciding not to build the shed shouldn't be at the whim of the developer - in the same way that developers shouldn't reduce the approved number of vehicle parking spaces without discussion with the council.
But the extent to which that might be enforceable depends on what the local plan says, and whether there was specific reference to the sheds as part of the application and/or decision notice.
It also depends whether the local authority have any inclination to make sure development is built as designed, or if they are instead happy to have policies which - on paper - encourage sustainable transport, but in reality they don't really give a hoot.

That newspaper article doesn't say each property will have bike storage sheds, it says the development will have bike storage. Big difference.
And if you don't have anything in writing, and the HA are saying it won't be made available...
Bike storage sheds are easily available for less than a couple of hundred quid, should you wish to provide your own.3 -
Condition 12 of the July 2017 decision notice states "The approved secure cycle parking shall be implemented before the development is first occupied and thereafter retained as such."AdrianC said:

The application states that "The proposals will also incorporate cycle parking in accordance with the councils minimum standards...". [Which are 1 "dedicated" space for 1 bed dwellings, and 2 "dedicated" spaces for 2 or 3 bed dwellings.]
And the site layout plan does show these sheds for properties without a garage or built-in cycle storage.
The meaning of "dedicated" is unclear, but Sandwell's cycling SPG says "For [residential] units which do not have garages, individual high security facilities will be required." [for units with garages the garage is deemed to be available for secure cycle parking]
So, unless the council agreed to an amended plan then the OP is right to think the properties (without a garage) should have been provided with a shed by the developer. However, the properties with a garage (and the apartment blocks) don't get one.
Subject to which kind of property the OP is concerned about, I would be in touch with the council's planning enforcement team to find out why the development has been progressed to occupancy(?) without one of the planning conditions apparently being complied with.

"GRANT PERMISSION SUBJECT TO CONDITIONS"

And you could always enlist the help of your local Councillor. They are elected to help their constituents with issues that affect their local area so make use of them. If your neighbours can be persuaded to join in, so much the better. It's the sort of thing Councillors love and would burnish their green credentials (bikes being sustainable transport) at the same time, as well as getting local media involved.1
