wing PCN for hired vehicle

Hi all.

I'm a resident whose off-road parking is enforced by Wing. I have a Wing-supplied residents permit and on the one day I forgot to display it, i received a pcn on my windscreen.

 The ticket itself does have the council logo at the top and says 'parking charge notice'.
It DOES NOT say 'penalty charge notice, nor does it cite any traffic acts or regulations.

 I understand from reading through other posts on this forum that it can be safely appealed but I do however have some uncertainty as I am not the registered owner/keeper of the vehicle. It is hired by me on a permanent basis for the purposes of my job.

I am on good personal terms with the fleet owner and any necessary communications between us will not be a problem.

 I have read through the newbies sticky and especially the section for hired/leased vehicles. I see there are some very useful templates but am still not sure if I can use any of them effectively for my specific situation.

I would be very grateful for any guidance anyone could offer on the most effective way for me to proceed with my appeal.

    I am not sure where your up to date information is coming from

    Wing cases over the last 12 months have changed , meaning that they could not get keeper details due to no longer being members of the BPA or the IPC either , so cannot access the DVLA database

    Read the maxxpayne saga before doing anything , also check if they have new memberships yet too , because I cannot find them on either website

    No reading old threads from when Wing were members !!

    Do not under ANY circumstances respond to a Wing parking charge! They dropped out of BPA AOS membership which as @Redx says, means they can’t get the registered keeper data AT ALL.

    Basically, until such time as Wing rejoin an ATA they are a toothless firm placing pieces of paper on cars that have as much clout as a flyer!

    Do make sure your visitors know this and NEVER appeal or respond to a Wing PCN unless later on, things change and they join the BPA or IPC AOS.

     With regards to Wing not being able to access the registered leeper data;

     Part of my permit application process required the fleet owner to supply a photocopy of the V5C log (proof of ownership).

     Would Wing therefore be able to use that information without having to access the DVLA database?

    Will look again at the Maxxpayne thread and check out those links.

    Interesting that they harvest V5C copies as part of the permit process.

    They cannot hold the registered keeper liable without getting DVLA data.   However, I suppose they might try a speculative letter to the address shown on that V5C and to pre-empt that possibility, email (DO NOT PHONE!) your lease/hire firm and tell them this:

    An unlicensed and unregulated parking firm who cannot hold keepers liable and cannot obtain DVLA data, has issued a windscreen PCN that the lease/hire firm can never be liable for in law, due to Wing not being a BPA or IPC AOS member.

    PCNs from unregulated non-trade body members should never be responded to.  This is not the same as most charges you might deal with.

    I am emailing to state that under NO circumstances is this PCN to be paid if Wing Parking use the info on the permit application to write speculatively to the keeper company.  They cannot access DVLA data but I am covering all eventualities with this email and if a letter arrives, I require the lease firm to note that this is an unregulated firm with no access to DVLA data, who can’t hold your company liable because they can’t use the POFA 2012.

    Finish by adding:

    Please pass any letter arriving from Wing Parking to me to deal with. I take full responsibility and doubt you will be contacted due to the company’s inability to access DVLA data, but if it happens please don’t respond and pass the letter to me.
