If the sewer plan is accurate then that manhole is likely sitting directly above the sewer and provides rodding/jetting access in each direction.

Moving the manhole into your garden would make it near useless for doing that - which is the main reason for the manhole existing in the first place.

You might get them to agree, but in my own experience it would be a definite 'no' because reducing access to this sewer is asking for (expensive) trouble in the future.
