Sharing Apple TV+ with family

Does anyone know how I can share my Apple TV+ subscription with a family member, specifically when I don't have an Apple device myself. I've seen loads of info about setting up family sharing but you need to have an Apple device to do that.

Does it matter who sets up the Family Sharing? Would have thought your family member could do it, if they have an apple device, add you and then your subscription would share... dont think its only the organisor who's apps are shared0
