Nightmare saga and a letter before claim

Looked up as much as I can but need some advice please:

Driver parked in loading area of car park controlled by one parking solutions. Car park was full. The driver went out to get some cash, car park still full so he left.

1) Original PCN never received, fist contact was via ZZPS. Evidence was asked via email but never received. Charge now increased. No chance to appeal via popla as letter received after appeal period had expired.
2) "Nasties" from ZZPS and initlal letter from solicitor received but were ignored on the advice of another forum

3) Over 2 years letter get a letter of claim from DCBL, acknowledged it and told them I was writing to One Parking solution for an SAR request.

4) One parking received letter on 11th August and sent a reply with camera images.

5) Total parking period was three minutes and this is indicated on PCN

I want to appeal as it would have taken me longer than that to read their sign in the car park!
Also if I had received the original PCN I would have appealed.
One parking solution has since lost the contract but I still have a picture of the signage. 
Is there a defined grace period?
Is it worth going through "mediation" service offered by DCBL?
Or do I try to appeal in court?

    No chance of appealing , not to anyone , court is where you sort it out

    The BPA CoP in place at the time of the incident , clause 13 , gives the Grace periods in force back then , so probably the 2018 version , not the 2020 version

    Mediation never works

    No chance of any appeal , not in court either , in court you defend yourself , so discard the word appeal , it's a non starter

    Tell us the location

    Ps , saying dcbl means nothing , because there are 2 dcbl , ltd and legal

    Ltd are powerless debt collectors , ignore them

    Legal is litigation , do not ignore them

    You can’t appeal but you can defend.  Sounds like a Peacehaven Co op where OPS were removed.  Very similar to a case where @ParkingMad is currently advising someone with their case.

  • Location was South Coast Car Park, peace haven and the letter is from DCB Legal.
    The parking company have since lost the contract. (One parking solutions)

    As I said, Peacehaven Co op same as the case @ParkingMad is helping with.  You should respond to an LBC and get a SAR from OPS, as the NEWBIES thread 2nd post explains.
