Penalty charge notice

Hi all
I received a penalty charge notice (PCN) today from Birmingham City Council.
I live in Norfolk, but was visiting Birmingham for a wedding (never previously been to Birmingham).

The PCN is for using a vehicle within a clean air zone without paying a charge.
Should I have been expected to have known this information? And if so, how would I have been expected to know this? I’ve never even heard of PCN before! (Probably being from Norfolk)
Thanks all

As it's council and not private , please go to pepipoo fightback forums using a non Hotmail email address for sign-up , read their posting requirements and then post in their council section
Here we mainly deal with private parking companies
On a side note , it means nothing to me too , the only similar rules I know about are in central London , like the congestion charge and ulez ? Mainly gobbledegook to me. 😋😋😋1 -
There would have been signs like the one shown near to the top of this article:
Birmingham clean air zone map: Where the charges apply, the rules explained and how to check your vehicle (inews.co.uk)
There have been some complaints that the signs are not clear enough, so it could be worth trying to check where the signs are that you would/should have have seen as you entered the city. If any are difficult to see, i.e. they are situated at a busy intersection where you need to concentrate on the traffic and not the signage, this might form the basis of an appeal. The comments I post are my personal opinion. While I try to check everything is correct before posting, I can and do make mistakes, so always try to check official information sources before relying on my posts.2 -
It would seem that 3 have been or are being introduced , Birmingham from june , Bath , & Portsmouth from later this year
It seems my main vehicle is exempt in all 3 of those locations , but many older vehicles are not exempt and must pay, you learn something new every day !!
My older vehicle is exempt even though it's older !!
Check your VRM on the dot gov website. !

I have a notion that other places are going to do the same , I seem to remember Andy Burnham talking about it with his new joined up transport policy2 -
Hi there, I just wondered if the poster had any luck on this as I am in the same position, getting two PCNs in consecutive days. I have no excuses, pure ignorance. I have read through a number of posts on the Pepipoo fightback forum as suggested above but although very helpful the actual result of the discretionary challenges was not updated. Just want to know whether anyone has succeeded in challenging given the risk of losing the discounted fine. Thanks0

Also note that the OP was directed towards our friends on pepopoo.com as they are the council parking motoring experts.
I suggest you visit there as well, but note that a hotmail account won't work when you sign up.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks1 -
I've heard that for newly introduced clean air zone charging areas PCNs are being issued at alarming rates. Possibly 10 times the number expected.
If this is the case issuing so many PCNs isn't sustainable.2
