Pay and display ( residential street )

Hi Guys

Ive received a parking ticket and I'm sure this isn't right,

I had just pulled up to visit my GF parked in the bay where you pay and display using Ringo app. i literally went to get my phone from my Girlfriend to pay for the parking when i came back there was a parking attendant writing me a ticket. I told him im about to pay for it i just went to get my phone he simply carried on writing and Placed the ticket on my car. and said "well appeal it then"  I still went ahead and paid for the parking via Ringo anyway because I'm planning on appealing this.

On looking at the ticket ive also noticed his put an observation time of 1 mintute 

You can also see Ive paid the Ringo at 10:04 5 min after he even started his observation and that  is only because it took at least 2-3 minutes me trying to explain i went to get my phone to pay on Ringo. but the parking attendant didnt care at all.

My Issue here isn't just the ticket its the complete lack of empathy or understanding from the ticket Warden. When i came out i had told him i was buying the ticket but he completely ignored me carried on writing the ticket. then basically smiling told me to go and appeal it. Like there simply relying on people not bothering to appeal it hoping they will just pay.

So, anything advice on how to move forward would be really helpfull

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.

if you are in due process of paying the fee, where does it say you have to be inside or near the vehicle doing so.
The parking attendant would have to declare he had seen the vehicle without a ticket and without a responsible person in attendance for some period prior to issuing the ticket..

This PCN will be cancelled on appeal if the OP tells the Council the above facts. A one minute observation period isn’t acceptable in a place where exempt activity is allowed and where the CEO saw the driver who was actually paying at the time.

If refused first stage, ignore the discount carrot and appeal again when the NTO arrives, repeating the same appeal (as long as you own the car and it’s registered to the correct address).
