Finance are trying to claim back money !

My daughter has completed her 1st year at uni and transferred to a different one. She has received a letter that they want £800 back ?!
Her first uni (Birmingham south)is logging it as a withdrawal and they will not budge on this, saying that it is logged correctly and this is how unis work and she’s finished the course but it is still a withdrawal not a transfer as she thinks,
The person she is emailing is now being quite rude and I think patronising ! She’s not sure who to now contact? The tuition fees and maintenance loan were all used as they should and they shouldn’t need to be asking for any back
Any advice please ?
