If you have a good reason for leaving a job, then sanctions can be mitigated.
If you left due to health issues, and if you can get a fit note from your GP, then your work coach / DWP decision maker can decide not to apply sanctions.
Sanctions should relate to the standard element only, but ongoing deductions can reduce the other elements.

I agree, you are unlikely to be sanctioned for leaving a job for health reasons, especially as you tried to rectify the situation by asking for better support / more training before leaving (make sure you explain this when asked for your reasons). You should report a health condition on your claim and you should provide a fit note from your GP. Without these actions, you saying you have a health condition will carry less weight as it is not backed up with medical evidence in the form of a fit note from your GP.
Once you have done all of the above, it will be a very easy decision for the Decision Maker to make in your favour.
