Brought computer on eBay, refunded straight away but have not received refund

I wonder if any one can give me some advice.
I brought a computer off ebay for my son back on 2nd September, I paid by PayPal, stupidly I did not realise that my default payment method on PayPal got changed so it accidently go sent via bank transfer instead of card, stupid Of me I know.

The computer cost £350.

Less than 1 hour after paying seller contacted me to say the computer was out of stock and they issued refund immediately. 

On PayPal website they state the following

 " If a payment is funded by your bank account and is refunded within 3 hours of transaction, your bank will not be charged'

As payment want funded by my bank account and refunded less than 1 hour After I paid. I thought they would just not take money in first place. But 2 days later the £350 was taken from my account.

When I log in to my PayPal account  it shows Refund was issued by eBay but it says refund pending. It's now the 10th and it still shows refund pending.

Money has not been put in my PayPal account and has not been put back in to my bank account.

I've tried contacting PayPal and they just keep telling me to contact eBay. Ebay won't help they just say they have issued refund and it a paypal problem and to contact PayPal.

I'm just going round in circles and being sent from one to the other.

Where do I go from here and how can I get my money back.

Can PayPal just hold my money for no reason.

Do I have any options for getting my money back or have I really lost £350.

I feel sick at the thought of loosing £350

Any advice much appreciated, thanks in advance.

    PayPal have a complaint process. So open a complaint.

    If you still don't get a good response, either take it to the financial ombudsman, or sue them under the small claims procedure (your choice).
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    If the refund has already gone from eBay to your PayPal account, then PP should be sorting it out for you.

    Also on the PP site it says -

    "Is your refund pending?
    There are a few reasons why your refund might be pending, such as:
    • The refund was sent to an email address that isn't confirmed. PayPal payments can't complete until the recipient's email address is confirmed on their PayPal account.
    • Banking delays are holding up the refund. Banking delays can sometimes delay refunds by up to 5 working days."
    So it seems that by now, even if banking delays have been holding up the process, the money should have been released.

    If you login to PP and then scroll down to the bottom left hand corner to 'contact us' they have a live chat facility. And you can also call them. I'd try that because it appears that eBay have already sent a refund.

    PP refunds often just sit in your PP account and do not automatically transfer back to your bank.

    Funds that come direct from your bank account rather than a card are e-cheques. These usually take 14 days to reach the sellers account, they are not instant like card. Perhaps the refund will complete when the e-cheque clears. We have a few payments by this method and the customer gets irate when we have not shipped their order as PayPal state not to ship until funds are cleared.
